Go to some of well-known freelance websites, like Elance. You can put in a search the following:

     Feedback rating: At least 4.0
English Level: 5 out of 5.
Any Number of Reviews: At least 15

You'll get a list of candidates, so look their skills and portfolio to see if they already have done some articles from area of your interest. You'll be able to judge quality right away.
You get what you pay for. Really good writers tend to be much more expensive than the average ones.

I think first of all you should know which one is a good article for your blog. What kind of article you want? You may go to the easy freelancing sites like odesk or freelancer. But keep in mind you should check your article by copyscape.

I outsource all my content writing to either:

    -  freelancer.com (a bit more expensive but you get gret quality hand-written articles)

    -  iwriter.com (less expensive but not as good a quality as the above)

I'd recommend advertising on the Pro Blogger Job Board. It's where I (and many well known bloggers) started out when I was first looking for clients.

You can search on freelancer, but for now you can just do it yourself.

There are places like Elance, Odesk and Freelancer, but it's a crapshoot. My suggestion is to just start there, throw out a few articles and once you find good writers, pay them a premium, get to know them and buld a relationship. I's worth it in the long run.

You can use oDesk. Use the correct specifications about the freelancers and the right people should be lining up to do your work.

I'm surprised no one has mentioned textbrokers? I order daily, with decent results. The key is developing relationship and flagging the writers that are good.

It's worth contacting your local university if you have one. I've found some really good students with superb writing skills who want part time work this way.

I use hirewriters.com for almost two years. The good writers start from $15-20 for 500-700 post. Exceptional guys charge $30+

Ideally everyone wants a fantastic writer who's also cheap and reliable.  I've only ever found this once and I've worked with writers for years.

You can find inexpensive ($1/100 words) decent writers through oDesk, eLance...etc.  Some people suggest hiring people in your local area, particularly if you're near to a college/university, but that's not something I've ever tried to date.

One thing I have found very consistently through is at the lower price range ($1/100) reliability is a real issue.  I've had writers disappear on me for months, copy and paste from Wikipedia, hugely miss deadlines...etc.  And I've found this to be less of an issue the more you pay.

You can get good content for $2/100.  I've had good experiences through iWriter at that price range.  Although it generally will still need checking and editing.  And things get even better at $3/100.  For very specialised content, you may even need to pay quite a bit more than that.

And since what comes back from writers always needs to be checked, I've found you can hire good editors to check and finalise articles for $1/100, which is often worth paying too to save you time.
