    I'm looking to revive a year old site(PR2) that I haven't touched since last April or May. It has about 25 pages of content and around 5000 links(blog comments, directory submissions, article submissions, social bookmarks, etc) or so.

    Two of my target pages(both medium competition keywords that get around 6000 exact match searches/month) that used to bring quite a bit of traffic have dropped (main page from #1 to #2-#4, target inner page from #1 to #5-#7), so I'm trying to boost them back up.

    I'd like to start building links again, but not entirely sure what's "safe" in light of all the recent rumblings around blog networks and HPBLs.  Should I use some of the blog networks out there while adding more content, or just add more content and not build any new links for now?

    ^^^^ what he says. You need to build links, you seem to already have the content.
