High PR link networks? I find Google +1's have been doing great lately for a couple of new websites.

I would suggest reciprocal links as a good link building technique. It helps in order to boost the website organic traffic.

Getting a legit buzz going on social media sites, Facebook, Twitter etc. can potentially help with rankings. Google seems to be paying a lot more attention to social proof.

Yes there are some methods for link buildings are:

    Blog Posting,
    Classifieds Submission,
    Press Releases,
    RSS Submission etc.

Besides this you can also do link wheel strategy which is definitely helpful to you for getting the back link to your site and increase the page rank of your site.

Video marketing is an important part of my strategy that hasn't been mentioned yet in this thread.

Does anyone know of a good video marketing service provider?  Someone that will make and submit to various sites.

I would stay away from reciprocal links. It's just a bad idea.

Now my comment for the original post is that if it were me i would use frorum links only as tier2-3. The rest well sure why not.

Actually it depends on why you are using those reciprocal links. If your goal is to boost your rankings then no they are not really going to do you any good. If your goal is to link to another site in your niche or maybe a related niche that may give you direct trafic from that site then yes they are worth doing. Not all  linking is used to rank your site higher, some links are used to bring direct traffic and has nothing at all to do with Google.

I think some high PR contextual post swaps might be worth it. Just a lot of emails etc though to get a few links, it is a lot of hassle. If you can get a VA full time on emailing a ton of people on auto could be cost effective,

It's hard for google to capture link information on twitter and Facebook. Twitter links are no follow and Facebook is closed off

Twitter links being nofollow does not in any way keep Google from finding, following, and using those links when ranking a site.
