I have a new site where I have 12 indexed by Google backlinks, but when searching on Ahrefs it only shows 7
does Google need to re index the site in order for the links to be credited

There is absolutely no connection to what Google has and what Ahrefs has. Ahrefs is a completely separate company and none of the results they show have any bearing on what Google is doing.

yeah, Ahrefs is gathering data on its own. (I'm pretty sure?) So the #'s between the two will be pretty different most of the time. Also, Google is pretty well-known for showing a small number of the actual backlinks. So don't get too caught up in what they're displaying.
