I've recently built 10 new niche sites (5 pages keyword-targeted content, adsense) and have done a bit of backlinking (avg. 7 article directory/web 2.0 links to money site, 1 spun submission to UAW w/links pointing to article directory/web 2.0 sites).
Some of these sites have been jumping all over the place for my primary keyword. For example, one started on page 13, jumped to page 3, headed back to page 9, and is now on page 14).
Is this normal? Sites are 10-14 days old.

Hi,
I wouldn't worry about it that much, its perfectly normal for the sites to jump all over the place. Just keep building links and maintain a steady link velocity and they will stabalise in time. I have had a mixed experience in the past, you get some that don't really bounce much at all but mostly they are all over the place for a while

its 14 days old, Rome wasn't built in a day mate.
patience is needed when working with SERP's, not to mention a lot of work, and most of the time constantly.

Yeah you can pretty much ignore the SERPS for the fist couple of weeks as site normally jump about.
Just be consistent and add a diverse set of links to each site and you will hit the first page in no time!!

I have worked on quite a few sites and mostly they didnt use to bounce as much.. But in my last 3 projects the sites are all over the place.. with crazy movements.
I havent seen this in last 1 year.. So my guess is that the Big G is making some more changes to its algo.
Other thing that is pissing me off is the localization concept.. my friends in New york are seeing my site at different position than my friends in LA.. Why the fuck is that!!(retorical)...
I am on a ranting ride today..hope nobody come across me when i am in a bad mood.. :X

The sites are new-borns.. it will be a good few months before they 'stabilize'
