What I do is rank a bunch of local terms. Your city plumbers, Your City electrician, etc and then rent out the space for a monthly fee. The fees them selves do not usually bring in a lot of cash each but there are a fair amount of them. The big thing though is referrals and upgrades. Plumber decides he wants his own site and/or he tells his buddy the pool guy about you etc.

It is much easier to talk to someone not internet knowledgeable when you can show them that you can just plug their name into the #1 spot without having to explain how long it takes to rank etc. You start having that conversation and you can see the eyes glaze over. You type in your city plumber though and show them the spot where there name could be starting today and it goes much better.

Even though they need a bit more explaining and hand holding I find local business people much better to deal with, they know what it takes to run a business and they tend to be a lot more loyal.

Are you doing this with local search results or national? If it's local results, how do you get around the Google places address verification when they send a post card to verify the address?

Regular listings. For the maps I either use a soft upsell later on or wait until the bring it up depending on the situation. Going for the maps means they need their own website and hosting (which of course I am more than happy to provide).

The real goal is to get as many as possible moved to their own website and hosting but in a lot of cases you are dealing with people who are a bit skittish of  technology and the internet because they have no idea how it works. The bad thing about dealing with them is that you need to move slow,  the good thing is that once you have them as a customer there is absolutely no turnover and I am not competing with the bottom feeders price wise. Once I get someone in the system they stay forever and I do not have to quote them stupid low prices in order to keep them.
